But is religion a tool used by governments to undermine the masses, or is it the other way round?
My personal belief is that religion exists for the simply purpose of keeping the social structure of ''classes''. As for the governments, well i think they took advantage of a good thing, and further developed the classes, with themselves at the top of course

The main one is that people want a crutch to lean on so that they don't have to deal with the real world, and they never have to be intraspective in any way. "I have a problem." As capitalism, and religion, have the potential to essentially rob a country's people. But the problem with this is, as the people realize that their religion and their government have done nothing but made them piss poor (Iraq is a prime example), that can spark ruminations of revolution. Hence the religion loses it's power and influence, because people refuse to believe in it anymore.
