Is the best game on the PS2. Seriously. I just got it recently (FINALLY!) and have been enjoying the shit out of it, I'm over halfway done with the missions, but I'm only about 25 percent done with the whole game (goddamn hidden packages--I think those are cocaine, too). I had played a good chunk of my cousin's copy of the game a long time ago, but damn, it's nice to own it. But earlier today I listened to the entirety of the Chatterbox radio station's run. PURE FUCKING GENIUS MAN. It's hilarious. It's the funniest thing in any video game, ever. It's...amazing. (Does anybody have the PC version? I'm sure you could rip the file for Chatterbox off of it, and distribute it as MP3, that'd be BAD-ASS!).
Anyway, here's something I noticed. In one of the (SPOILERS)
hilarious PetsOvernight.com commercials, they say this:
Male Voice: "Buying a gift for the guy that has everything!? Log on to petsovernight.com, we've got exotic pets galore. Including tigers..." Tiger: "Roooar!" Male Voice: "...Cobras..." Cobra: "Hsssssssss!" Male Voice: "...Manatees..." Sheep: "Ee-ee-ee-eehh!" Male Voice: "And white rhinos..." Seal: "Eur..eur...eur!" Male Voice: "All delivered overnight! Petsovernight.com...delivering little bundles of love, in a box...directly to your door." Cat: "Miaoow!"
Now, who can tell me what "White Rhino" is? That's right. Hee hee.
Anywho, it's an awesome game, go buy it now, even if you have to get the PC version (and if so, rip Chatterbox for me, damnit!).

Well, I'll check it out when it drops below 30 bucks. I had 20 bucks left on a 100 dollar Best Buy gift card I received as some sort of unexpected payment for two weeks of six-hours-a-day volunteer work, and that's how much GTA3 was. Besides, no harm beating them both .

"GTA3 is so much better on PC, it's criminal..."
I think I saw that somewhere, and it's very true. Mainly because of a little application I downloaded from somewhere... I think it's called MultiEdit or something, which allows you to change aspects of the game, like car speed and accelleration. You can also use skins on the character. There's a lot more to it but I didn't really spend the time to check it all out. It's definitely worth getting the PC version just to try this.
...Vice City is 100 times better... Motorbikes and a map when you pause!

I would have to say that GTA 3 is far better then Vice City. Vice City is ok the bikes are cool and the map but the gameplay is much better in GTA3.

GTA3 is to Super Mario World as GTA Vice City is to Zelda... In GTA3 you don't have much choice about which missions you do or when, whereas in Vice City you can do the game in a different order every time you play it. Also, there are a much wider arsenal of weapons available to you and the map is much easier to navigate around. Although I can't say the graphics are a big improvement on the original, the overall gameplay is definitely up a notch and only harsh GTA3 enthusiasts will deny Vicy City's superiority... my younger brother for example.
Oh, and how could I forget... Tommy Vercetti has a VOICE! It is as if you get to know your character though the game, and there is much more storyline than the original. You even hear your lawyer when you get busted. There is a larger cast of humerous characters and the missions themselves have a lot more thought put into them. Give any Playstation 2 newbie both games and see which one comes out glorified.

How much bigger is the map in VC? Is it split up in the same way?

The map on Vice City consists of two main islands with two smaller islands inbetween. You will be pretty much used to the whole map within a day of playing the game, as long as you do around five missions which will allow the whole map to be accessed.
Vice City is different than GTA3 as in it's not like three stages to the game, as the three islands in GTA3 are (kinda.) Also, it's a lot easier to navigate between all the islands, and going between the two main islands is more fun as you can drive-by people along the walkway the whole way from one map to the other, giving that you have the right guns and enough ammo (although I used cheats most of the way through the game...)
In Vice City there are gangs, the same as GTA3, but not gang cars the way there are in GTA3. Certain gangs will like you and others wont, but this will become more obvious as you progress in the game.
This could be a spoiler, but in Vice City you will own property and businesses and gain money from these, too, which I feel adds more realism to the game, considering the nature of the game.
I have completed Vice City to 99% (you have to complete the whole game without cheats to reach 100%) while in GTA3 I am still on the second island on the PC and third island on PS2.
Another awesome thing about Vice City... Sunshine Autos!!!

Drag racing, and cool cars....
Anyway, i suggest all of PC players check out Multi-theft auto. It adds many fun hours kicking people's asses and such. But it is still very buggy at this stage.
IMHO VC is the best one, how can anyone resist doing stunts and rather insane things on moto's?
