Okay...I looked on Google, and only found ads for expensive phone tap detection devices. Nothing in &TotSE's file archive.
So, I need to know every possible way to find a phone tap of any sort. I have several billion reasons to suspect that my jackass neighbor (whose brother owns a telecom company) has my phone tapped. The jackass.

So, there's /no/ way of doing it without buying anything? I have a total of 1.75 to my name right now, so I don't think ordering anything is an option...is there a way to build these devices?

If the government really wants to "bug" your phone, there is a huge chance it's done remotely.
There is no way to tell if this is happening with todays digital switch technology.
If these people are amatuers, then chances are there is an FM transmitter attatched physically to your phone line somewhere. Normally this is done at the "handset" or the "socket".
So no equipment is really needed.
Also cordless phones are not secure, so don't use one.
