Stone, a card to drink under 21? You can drink under 21? Well...it /is/ Ireland (kidding, kidding).
In America, we also need licenses for pretty much everything. And in my area you can't smoke anywhere, anyway (I don't think it should be illegal, but I think non-smokers should have the courtesy not to smoke around those who don't want to...be...around smoke...or something). Guns aren't much of a problem...actually, in my town, a blind 21-year-old borderline retard with an intense hatred for all mankind could walk into a school (as long as he didn't attend it) with a Desert Eagle tucked into his pantwaist. I'm all for freedom, but some people just shouldn't have guns, or be allowed to conceal them...of course, some people shouldn't be allowed to leave their houses...

Stone, what do you mean with Commonwealth status? Pennsylvania isn't a state, it's a commonwealth, but its part of the union, part of the 50 states, even though it and a few others aren't states.

I meant the British Commmonwealth.
The queen of england is also the queen of Canada, New Zealand, and a few others. I think Australia and South Africa too.
